Investigations Division
The Investigations Division of the Madison County Prosecutor's Office provides investigative and logistical support to deputy prosecutors in their preparation and presentation of criminal cases. Investigators also launch investigations of specialized crimes that are not typically handled by other law enforcement agencies, such as compulsory school attendance violations, educational neglect, and non-support of a dependent (child support).
David Callahan
Child Support and Director of Investigations.
Dave was born in Fort Riley, Kansas. The product of a military family, they settled in Anderson in 1978. After graduating from Madison Heights High School, he enlisted in the U.S. Army. Dave has a lengthy history in public service having worked in corrections for two years, and later, serving with the Madison County Sheriff’s Department for 32 years. While at the sheriff’s department, he served in variety of roles including jail sergeant, a member of the drug task force, 15 years as an investigator, and finally, as operations commander. Dave is married to Traci, herself a retiree of the sheriff’s department. Dave and Traci have one daughter and a grandson. They reside in Anderson.
Steve Napier
Law Enforcement Liaison.
Steve is a graduate of Anderson University and the Indiana Law Enforcement Academy. He had a 32 year career with the Anderson Police Department with assignments in Patrol, Investigations and Administration. Involved in crisis negotiations for Anderson PD for 25 years, he continues at the local and state levels after his retirement, and as an ILEA certified instructor, continues to assist ILEA and area law enforcement. Steve joined the Madison County Prosecutor’s office in 2011, and among his responsibilities, is liaison to county law enforcement agencies. Steve and his wife, Karen, are proud parents and grandparents, and attend Maple Grove Church of God.
Stephon Blackwell
Field Investigator.
Stephon was born in Anderson and attended Anderson Community Schools, graduating from Madison Heights High School. He attended Marshall University on a football Scholarship before graduating with a B.A. in Criminal Justice from Anderson University. Stephon served in the U.S. Navy after graduation before joining the Marion Police Department and later serving with the Madison County Sheriff’s Department. There, Stephon served in numerous roles including 10 years as a Detective assigned to drug task force. After retiring as a sergeant, Stephon served the City of Anderson as General Manager of the Transportation System, Superintendent of Parks and Recreation, and as Interim Street Commissioner.
Next, Stephon served the Office of the Attorney General of the State of Indiana as Deputy Director of the Special Investigation Division and was later promoted to Director of Executive Protective for the Attorney General of the State of Indiana.
Stephon has coached football and basketball for over 20 years at Madison Heights and Highland High Schools. Stephon is married to Loretta and the couple have two daughters, Taylore and Carrington.
Paul Boulware
CDI Task Force.
Paul Boulware is a retired Lieutenant from the Anderson Police Department, where he served as the Commander of Investigations. Prior to his tenure in Anderson, Paul volunteered for the Madison County Sheriff's Department, demonstrating his dedication to public service. He holds a Bachelor's degree in Criminal Justice and Criminology from Ball State University. Upon retiring from law enforcement, Paul transitioned into the private sector as a Subject Matter Expert in Performance Management and Early Intervention, bringing his wealth of experience and insight to new challenges and opportunities. Now, Paul is returning to his passion for law enforcement, utilizing his extensive experience to support the Office of Inspector General throughout the state.
Cynthia Dixon
CDI Task Force.
Cynthia has 38 years of law enforcement experience with the Madison County Sheriff's Department in various divisions. For the past 2 and a half years, she worked in our Adult Protective Services Division as an Investigator. Cynthia is a graduate of Ball State University as well as the Indiana Law Enforcement Academy. Her loyalty, dedication, work ethic, and passion for justice, makes her an asset for the CDI Task Force.
Mitch Carroll
Juvenile & Financial Crimes.
Mitch was born and raised in Anderson, Indiana having graduated from Madison Heights High School and later, Anderson University where he earned a degree in broadcast journalism.
He’s a 36-year veteran of the Anderson Police Department where he served as a financial crimes investigator and public information officer.
Mitch is a lay high school football coach, self-proclaimed neatnik, and lover of all things sports.
Mitch and his wife, Paula, a registered nurse with the Jane Pauley Community Health Center, have three grown children and one granddaughter. Mitch and Paula are active members of Christ Lutheran Church and reside in Northern Madison County.
Mark Brizendine
Field Investigations.
Mark was born and raised in Anderson, Indiana having graduated from Madison Heights High School and later, Ball State University where he earned a degree in legal administration. He’s a 35-year veteran of the Anderson Police Department where he spent the bulk of his time in criminal investigations and community policing. Mark is a former member of the South Madison School Board, self-proclaimed dog lover, and an avid runner. He has two adult sons and his wife, Joanne, is a teacher with the Anderson Community School Corporation. Mark and Joanne are longtime members of Madison Park Church of God.
